[WARC] drill

Hi Jim,
The drill DID go very well, overall and our part!  We had no major 
issues at all, and only a couple real small points of confusion.

Everyone was very impressed by the ATV link.  Russ was able to zoom 
in on the terrorist in the dorm window, and then at the efforts to 
contain the chemical link.

At the debriefing afterwards, several people mentioned us, and how 
"they couldn't have done it without us".

I have the communications vests that the Fire Dept gave us.  No rush, 
but we should find a "club" location to store them.
