[WARC] Rushford communications

Hi guys,

Thanks for the suggestions.

It makes sense to try to make the connection through the Winona phone patch
if that can be done direct from Rushford command without needing an extra
(possibly manned) unit on the hill. Long distance charges would probably not
be a big issue.

We could use some more information on exactly what the communication need is
that cell phones are not meeting. (Overload, etc.?) That might help us
define the solution. 

Unfortunately, I will be heading to Rochester in the next hour and won't be
back until evening, so there is not much more I can do today.

Is anyone else able to take up the lead on this?
