[WARC] WepNet

What is the purpose of the WepNet? Is it a club net or is it an Emergency
Preparedness net as stated in the preamble? In the beginning only topics
that related to Emergency Preparedness were allowed. It was never set up as
a "one for the count" net. As one of the people who was in the group that
started the WepNet I believe it has lost it's purpose. If the current net is
what WARC wants I believe the preamble should be changed to reflect this.

If it is an Emergency Preparedness Net I would suggest the net help it's
members prepare by reviewing the subject matter needed to pass the Homeland
Security Department test that we all need to take to participate in Skywarn.
