[WARC] Infrastructure

I will be out of town for the club meeting. I wanted to make a comment 
about the infrastructure planning.

During the early stages of the flood event, real-time video or photos would 
have been invaluable to the decision makers at the EOC, as far as 
deployment of resources and an understanding the scope of the overall event.

I know little about amateur TV, but a portable ATV station and repeater 
that could transmit video to a fixed location would be a great asset to 
emergency managment.
