[WARC] SKYWARN callout

We had APRS, on a computer at the Winona EOC. When I was NCS down there I
use to run that system and was very able to see where the spotters were (the
ones that had APRS in their vehicle). The ones that did not have APRS, I
placed an ICON right on the map, and moved it around as needed. Very simple,
and easy to do. No internet involved.

So what ever happened to that system?

Over the years I have worked on SkyWarn the two questions I have really
liked a picture of is: 1) Where is the storm; and 2) Where are the spotters?

A marker on a laminated map has sufficed for my needs, but it is of limited
use to any others in the room and of no use to anyone else. Being able to
draw - and share - that map showing storm and spotter locations is my goal.

APRS seems like the best way to do that over the air. And over the air would
be of greater use than just over the internet. At least to people without
internet access - like spotters.

Now Clare brings an interesting aspect to CMH: do we need to have radio APRS
capability there, or is internet sufficient?

Could Russ' rig be better used in the field by a spotter?

At present, we do need the computer at CMH.
