[WARC] great tour NWS thanks

Thanks to all invloved setting up the tour at the LaCrosse NWS office.  
  It was great to see the operations there first hand.  Even better  
was the warm reception and thanks to the group from the NWS staff for  
the skywarn efforts and communications that assist the NWS.  (Great  
treats too !)
