Hi Tom,

That looks to be ribbon cable. You can get a few feet from IDE cables. 
Otherwise try Digi-Key. www.digikey.com I did a search and couldn't find 
any four conductor cable in stock. But here is 100' of 9 conductor 
ribbon cable.

You can pretty easily tear four conductors off to get what you need.

You can type "ribbon cable" into Digi-Key's search box and it has a 
parametric search that will help you find what you need. Be sure to 
check the "in stock" box next to search.

Also try Jameco and Mouser.
