[WARC] Revisions to the Club constitution and bylaws.

Hi Clare,

Thanks for finding a spot to make the draft available.  Thanks also to 
you  and Les and Ken for working on the new documents.  The changes will 
definitely permit much more of the monthly meeting time to be spent on 
ham radio activities and the social aspects of the group.
