[WARC] Revisions to the Club constitution and bylaws.

Shari,

3 members of the board would be elected for staggered two year terms.  To kick 
this thing off some of the original board will be elected for 1 year terms.  
(this is a one time event).   Let me know if that doesn't clear this up.
