[WARC] Revisions to the Club constitution and bylaws.

The terms of board members are 2 years.  The terms of board officers are one 
year.
Section 2 is speaking of board officer terms.

Every year the board is reconstituted with three potentially new members (or 
possibly re-elected members for additional terms). The board then decides 
amongst itself who the officers will be. This decision is revisited whenever 
the board is reconstituted (yearly).

Perhaps this clears up the confusion?
